As a supplementary wallet it's a conversion lever with real evidence behind it; as a primary processor it's been out-shipped by Stripe on features and by Square on in-person, and its risk automation punishes exactly the small businesses that most need predictability.

PayPal is the most-recognised checkout brand in commerce and, for most online sellers, still worth offering. Adding a PayPal wallet button to a checkout that already runs Stripe or Shopify Payments is one of the cheapest conversion levers available — many buyers, especially over 35 and outside the US, actively prefer PayPal. But PayPal is not the strongest choice as a primary processor: fees are higher than Stripe or Square list, the developer experience is weaker, and its seller-side dispute and hold behaviour is the single most-cited complaint in the SMB payments community.

Independent verdict
PayPal's real product is the wallet — hundreds of millions of active consumer accounts globally, backed by buyer protection that customers trust. That trust drives incremental conversion, and it is the reason PayPal is still worth offering as a checkout option in 2026. But PayPal as a business bank, as a subscriptions engine or as an API platform is not competitive with Stripe or Adyen, and PayPal's seller-side experience — particularly around holds, reserves and account limitations — remains its structural weakness.
Payment processing model
PayPal is a licensed money transmitter and merchant of record in every market it operates in. Funds land in your PayPal balance first; you then transfer to your linked bank account (free standard, 1.75% fee for instant transfer via debit card in the US, capped). Business accounts unlock invoicing, subscriptions, virtual terminal and the developer API.
Online and in-person payments
Online: PayPal Checkout (hosted), Pay with PayPal button, Pay Later (BNPL), Venmo (US) and Braintree (PayPal-owned, developer-focused, covered in its own review). In-person: PayPal Zettle offers a card reader and tablet POS in the UK and Europe; PayPal Here has been phased out in the US in favour of Zettle. In-person is not PayPal's strength — Square is a clearly better default.

Supported markets and currencies
PayPal is available in 200+ countries and territories and supports 25 currencies for holding a balance, with sending / receiving in many more. It is the broadest consumer wallet footprint in payments. For seller settlement, availability of local currency payouts varies by market.
Settlement times
Standard bank transfer from PayPal balance to a linked US bank is 1–3 business days and free. Instant Transfer to eligible debit cards is available for a 1.75% fee (US, capped at $25). New sellers and higher-risk categories may see a 21-day pending release on transactions until buyer confirmation.
Chargebacks and account holds
Chargeback fee is $20 in the US, waived if you meet PayPal's Seller Protection criteria on eligible transactions. PayPal is well known for reserve holds (rolling or fixed-percentage) on higher-risk accounts, and for account limitations that can freeze funds while documentation is reviewed. This is not universal, but it is frequent enough that you should not run a business exclusively on PayPal as your operating account.
Recurring billing and subscriptions
Native subscriptions are supported via the PayPal API and no-code subscription buttons. Feature depth is materially behind Stripe Billing — no usage-based pricing, no phased subscriptions, weaker dunning. For a SaaS business, use Stripe (or Braintree) as the primary and offer PayPal at checkout for buyers who prefer it.
Invoicing
PayPal Invoicing is genuinely useful for freelancers and consultants billing across borders. Free to send; buyer pays via card, PayPal balance, PayPal Credit or Pay Later. Fees on paid invoices are the standard PayPal transaction rate (3.49% + fixed fee for card in the US at list). Invoices support partial payment, PDF export and recurring templates.
APIs and developer tools
The PayPal Developer platform ships JavaScript, REST and server-side SDKs, sandbox accounts, webhooks and IPN (legacy). It is functional and widely integrated — every major ecommerce platform ships a PayPal integration out of the box — but developer experience, documentation quality and API ergonomics trail Stripe by a wide margin. For a bespoke integration, most engineering teams prefer Braintree (also PayPal-owned) over the PayPal Checkout SDK.
Ecommerce and accounting integrations
Native integrations across Shopify, WooCommerce, BigCommerce, Wix, Squarespace, Magento, Ecwid, PrestaShop, Etsy, eBay and virtually every checkout platform. Sync to QuickBooks Online, Xero and FreshBooks is available via first-party or third-party connectors — cleaner ledger posting for high volume typically requires a specialised connector (Synder, A2X) rather than the native sync.
Fraud prevention
PayPal runs its own fraud engine on every transaction; sellers see the outcome but not the underlying rules. Advanced Fraud Protection and Chargeback Protection are available as add-ons on the Commerce Platform. Seller Protection covers eligible tangible-goods disputes up to policy limits when you meet shipping and documentation requirements — worth reading in full before you rely on it.
Reporting and reconciliation
Dashboard reports and downloadable transaction exports (CSV, PDF). Reconciliation is workable at low volume but rapidly becomes painful at scale — PayPal payout batches, currency conversions and fee lines are famously difficult to tie back to individual orders without a dedicated tool.
Suitability by business size
- Solo / freelancer: PayPal is often the fastest way to get paid — especially cross-border.
- SMB: Offer PayPal as a wallet, not your primary processor.
- Mid-market: PayPal-branded button on checkout, Braintree (PayPal-owned) as the primary API.
- Enterprise: Negotiate direct with PayPal Enterprise for lower rates; still not usually a primary acquiring choice.
Security and PCI
PayPal is a PCI DSS Level 1 service provider. Using PayPal-hosted buttons or Checkout keeps you in PCI SAQ A scope. Buyer-side protection is the marketed strength; seller-side risk automation is the acknowledged weakness.
Customer support
24/7 support channels exist but quality is inconsistent and account- limitation cases historically take days to resolve. Business accounts see faster response than personal accounts. For a business of any size, treat PayPal as a payment method, not a support relationship.
