Can Notion replace a small business operations suite?
It can, if you build it. Databases, relations and templates can model a CRM, a job tracker and a lightweight quoting process. What Notion will not do natively is send invoices or handle payments — that stays a separate purchase.
Which is faster to get running?
The prescribed suite. A ready-made CRM, job list and invoicing module is running the day you subscribe; a Notion workspace is as good as the time you invest in designing it.
