Public exchanges are shared and often congested. A private backbone offers consistent capacity and shorter administrative paths — the underlying infrastructure that gaming boosters and premium CDNs rely on.
A backbone is only useful if it terminates close to the game server. Coverage varies enormously between providers, which is why the 'best' booster depends on which region and datacentre your game uses.
